What is the Anti-Drug & Alcohol (Anti-DA) Plan Development Tool?
The Department of Transportation (DOT) drug and alcohol testing regulations require operators of gas, hazardous liquid, and carbon dioxide pipelines to manage drug and alcohol prevention programs. The SIF created the Anti-Drug & Alcohol (Anti-DA) Plan Development Tool to assist operators in creating a written Drug and Alcohol Plan to detect prohibited drug and alcohol use by applicable persons (i.e., those performing operating, maintenance, or emergency-response functions covered under DOT pipeline safety regulations).
The Anti-DA Plan Development Tool:
- Creates a customized plan that meets all CFR Part 199 and Part 40 requirements and is consistent with the PHMSA Comprehensive Audit and Inspection Protocol Form
- Asks a series of questions with the result being a useful and efficient downloadable plan
- Has built-in flexibility that allows the tool to work with any size system
- Benefits system employees and managers through the standardization of substance abuse plans and guidance provided in the tool
How Much Does Anti-Drug & Alcohol Plan Development Tool Cost?
The Anti-DA Plan Development Tool pricing is tiered based on system size and is meant to be affordable for any gas system. The annual pricing structure is:

How Do I Purchase the Anti-Drug & Alcohol Plan Development Tool?
You can purchase the Anti-DA Plan Development Tool online. Please contact the SIF at appsupport@apgasif.org or call 930-6720 Monday through Friday between 9 AM – 4 PM ET if you do not have an SIF login and need assistance with purchasing the tool.

How Do I Access the Anti-Drug & Alcohol Plan Development Tool?
To access the Anti-DA Plan Development Tool, first you will need to request access at https://sifaccess.rcp.com. You will need to be a current Anti-DA subscriber, and you will need to enter a valid email address to receive an access code to verify your account. If you have never used the Anti-DA or SHRIMP Tool before, you will also create a password and answer a security question. However, if you have used the SHRIMP Tool, you can use those same credentials to access the Anti-DA Tool. Once your subscription is verified, you can proceed to the Anti-DA Tool at https://drugandalcohol.rcp.com.

This Users’ Guide document is intended to prepare you to use the online tool, and contains explanations of the tool’s processes, terms, and frequently asked questions.
